Car for foz, cabs for Lisbon
If you’re mixing a beach and city break then dump the car for Lisbon. Public transport is clean and cheap - and the old trams are a must. Then hire a car to drive to Foz do Arelho. You’re then free to explore the best of the Silver Coast.

From Foz - think about Obidos castle, Sao martinho do Porto, surf at Nazaré, the knights Templar’s at Tomar, Alcobaça cathedral.

Portuguese pavements - usually pretty but not practical (not for heels!). Bring lots of layers. Beautiful sunshine meets an Atlantic breeze so you might want something on your shoulders at times.
